Son of Rémi Martin and Éléonore Daigle, Cyprien was married in 1887 to Marie-Luce Daigle, daughter of Auguste and Flavie Cyr of Saint-Hilaire. He studied at the College of Sainte-Anne-de-la-Pocatière, as a beneficiary of one of the student grants bequeathed by Msgr. Langevin, parish priest of Saint-Basile. Cyprien was very committed. He was postmaster, custom officer for the ferry, first cantor and choir director for his church, school syndic and a member of the County Council. Saint-Basile was a civil parish since 1850. As a Liberal candidate, Cyprien was elected twice to the provincial legislature, in 1894 and 1903.
