Born in Saint-François of Madawaska, Camille was the son of Xavier Albert and Édith Dumont. His mother was a sister of Father I.N. Dumont and his sister Maria became a nun at Hôtel-Dieu in Saint-Basile. Camille studied at the College of Sainte-Anne-de-la-Pocatière and at the Grand Seminary in Quebec. He obtained a Doctorate in Theology and was ordained priest in 1925. Father Albert was the parish priest of Rivière-du-Portage and Caraquet.
